SEBI vide its circular no. CIR/MRD/01/2014 dated January 7, 2014 has issued guidelines regarding standardisation, monitoring and scanning of Delivery Instruction Slip (DIS). These guidelines advised Participants to put in place appropriate systems, procedures, and mechanisms to discharge these obligations.
In terms of the aforesaid guidelines, Participants are required to scan the DIS, sign the DIS images and store them in a tamper-proof manner. To facilitate the same, NSDL provides a tamper-proof storage facility viz., DIS Maintenance System (DMS) to its participants to comply with the aforesaid guidelines.
DMS is designed to meet minimum specifications and offers efficient detection capabilities for unauthorized modification.
The DIS Maintenance System (DMS) will be hosted on the Local DPM server or any other computer machine available with Participants including back-office system of the Participant. Hence, Participants are not required to procure separate hardware for hosting DMS. To use this facility, Participants will have to access DMS (http://dismaintenance.nsdl.co.in) with Log-in ID and password.
DMS will ensure that the users of the Participants can upload the details of DIS safely. DMS subscriber will have to obtain a digital signature certificate from a licensed CA viz., e-Mudhra Consumer Services Limited (e-Mudhra). NSDL has made arrangements with e-Mudhra for issuance of DSC alogwith e-token to the Participants of NSDL at free of cost (subject to maximum five DSCs), to be used by Participants for signing the DIS in DMS. For this purpose, Participants will be required to submit the application form alongwith the requisite documents (as mentioned in the form) to e-Mudhra for issuance of DSC. Further, for procurement of additional DSCs, Participants are requested to refer to NSDL Circular No.: NSDL/POLICY/2014/0082 dated July 14, 2014.
NSDL Depository System comprises e-DPM System and Local DPM System. Both e-DPM system and Local DPM System will have a browser based interface.
